HCSS people are pretending to be competent experts, to spread dogmatic misleading 'advice' on Security subjects.
Thus peddling a false sense of security to naive govt functionaries, 
by doing so,  actually Undermining the state security structures :(

They can't, (& do not care to), even arrange a functional standard basic security structure 
to defend their own org against intruders, infiltrators, data breaches, espionage and so on.
Basically, HCSS management has been 'allowing' unauthorized entities 
to have full access to all data in the ICT systems used by HCSS, incl emails and
classified case studies data and ..
Thus also 'allowing' hostile actors to profile all activities in minute detail :(
